Gallatin County Release Records
Gallatin County does not operate a separate verified detention center. People arrested in Gallatin matters are ordinarily housed at Carroll County Regional Detention Center in Carrollton. That regional arrangement divides the record trail. Gallatin law enforcement may hold an arrest or transport record, and the Gallatin court file explains the legal action. Carroll documents the booking, confinement, property, and physical exit. A sound release finding joins those records instead of treating either county as the sole source.
“Released” describes an exit from one custody setting. It does not always mean the person went home or has no obligations left. Bond, sentence completion, dismissal, probation, parole, mandatory reentry supervision, and transfer can all make a name disappear from a current jail list. A transfer to Kentucky Department of Corrections custody is still a departure from Carroll, but it is not a community release. Another hold, called a detainer, may also keep a person in custody after one case permits release.
Gallatin County Release Types
The type of release controls what to check next. A court may authorize bond, dismiss a charge, impose probation, or give credit for time already served. The jail then completes its own exit process and records the actual time. State-prison release follows a different chain through KYDOC, while a transfer sends the person to another custodian.
| Release type | What it means | Best next record |
|---|---|---|
| Bond | Release under court-set terms while the case continues | Gallatin bond order and Carroll release sheet |
| Dismissal | The charge or case ended as shown in the court file | Gallatin disposition and Carroll exit time |
| Time served | The custodial term for that matter was credited or completed | Judgment, jail-credit order, and release sheet |
| Probation | A court-ordered sentence served in the community under conditions | Court order, KOOL, and District 12 |
| Parole or reentry | Conditional community release during a state sentence | KOOL, KYDOC record, and VINE event |
| Transfer | The person left Carroll for another agency or facility | Receiving-agency field, VINE, and KOOL |
Final discharge is different from physical release. Discharge ends the correctional obligation reflected by the relevant sentence. Parole and probation still involve supervision. A person can thus be released from a cell while remaining active in a state record. The phrase “not in Carroll custody” should not be expanded into “fully discharged” unless the later records support it.
Gallatin County Release Record Fields
Carroll’s release sheet is the strongest local record of the physical exit. No dedicated online release-record form or archive was found. A focused request should name existing records, such as the booking sheet, jail card, release sheet, transfer page, and booking photograph. Not every field will exist in every case, but the request can identify the exact entries needed.
| Field | What it may show |
|---|---|
| Name and identifiers | The person tied to the jail record, including aliases or date of birth when maintained |
| Booking number | The link between the admission and release entries |
| Originating agency | The Gallatin sheriff, police, state police, or other booking source |
| Booking date and time | When Carroll recorded admission |
| Charges and case numbers | The matters associated with that booking |
| Release date and time | When physical exit processing was recorded |
| Release type or authority | Bond, court order, sentence completion, transfer, or another recorded basis |
| Receiving agency | The next custodian when the event was a transfer |
A court order and release sheet answer related but different questions. The order shows legal authority. The jail record gives the physical event. If a bond order predates the Carroll exit time, both may be accurate. Processing, an uncleared hold, or another case can stand between authorization and departure. Avoid selecting an explanation unless the record states it.
Gallatin Release Crosses Counties
A Gallatin case commonly creates a two-county release trail. The Gallatin Circuit Court Clerk is the starting point for public docket sheets and identified bond, dismissal, judgment, jail-credit, probation, revocation, or warrant entries. Carroll County Regional Detention Center remains the likely source for the exact exit time and disposition. Older court files may be off-site or governed by retention schedules, so ask for locator information when a public file is stored elsewhere.
Timing matters. A Gallatin order can authorize release without proving bond was posted, all holds were cleared, or Carroll finished processing. Conversely, a VINE event may report release or transfer without explaining the full court outcome. When the precise reason or time matters, reconcile the court record with Carroll’s release sheet and the relevant custody alert.
Gallatin Bond Release Status
Kentucky Pretrial Services directs bond and release-status questions to the jail where the person is held or to Pretrial Services in the charging county. Gallatin is the charging county in this local path, while Carroll is ordinarily the holding jail. Ask Carroll about physical custody. Ask the Gallatin court or Pretrial office about the order and conditions.
The official Kentucky Pretrial Services directions illustrate that holding-jail and charging-county split:
The image supports the two-call approach, but it does not show that a named person has left custody. The Carroll release sheet remains the physical-exit record.
Request Gallatin Release Records
Call Carroll County Regional Detention Center at 502-732-9499 before sending a request. Confirm the current custodian and delivery channel because the facility does not publish a dedicated release-record request form. Kentucky’s Open Records Act, KRS 61.870 through 61.884, uses a written request to the agency that possesses the record. Ask for electronic copies when available.
- Identify the person with full name, date of birth, known aliases, and an approximate booking window.
- Give the Gallatin arresting agency or court case number when known.
- Name each existing item: booking sheet or jail card, release sheet, booking photograph, and transfer page if applicable.
- Ask for fields showing booking and release date and time, disposition or authority, and receiving agency.
- If material is withheld, request the nonexempt part and the statutory basis for each redaction.
Do not ask the custodian to decide whether someone is free, calculate a timeline, or search all unrelated systems. Public agencies generally provide existing records rather than create a new report. Gallatin Sheriff requests should be limited to sheriff-created arrest or transport records. Court copies belong with the Circuit Court Clerk, not the County Clerk.
For a state offender, KYDOC accepts open-records requests at correctionsopenrecords@ky.gov when the requester includes a mailing address. It lists paper copies at 10 cents per released page, a CD at $1 plus postage, and a USB at about $2.50 plus postage. KRS 197.025 supplies a corrections-specific five-business-day response framework. Current fees and contacts should be checked before filing.
Gallatin Release Records After Expungement
Release information can become harder to locate. Kentucky law permits restrictions for juvenile material, sealed matters, medical data, protected victim details, qualifying investigative material, and security-sensitive information. An expungement removes qualifying records from ordinary public access. It does not mean the earlier custody event never happened.
The Kentucky Court of Justice process begins with an AOC certification and the correct petition in the county of the original charge. The research identifies a $40 certification cost. Qualifying dismissed-with-prejudice or acquitted matters on or after July 15, 2020 are generally auto-expunged after 30 days, except traffic matters. Other eligibility and waiting rules differ by outcome. When a record is absent, state only that it was not found in that source. Respect a sealing or expungement determination.
Property After Gallatin Release
Carroll’s official inmate-property page states that property left at the facility for 30 days after release will be donated to charity or destroyed. That is a firm local deadline. A released person or authorized recipient should contact the detention center promptly and follow its current identification and authorization rules.
The property issue also shows why agency ownership matters. Carroll controls property held at its facility. Gallatin’s elected jailer may help route a transport or detention question, but Carroll remains the likely custodian of the property and release documentation. No verified public exit door, waiting area, transit plan, or weekend release routine was found, so those details require direct confirmation.
Gallatin Jailer Release Routing
Gallatin retains an elected jailer even though current official material did not show a separate operating Gallatin jail. State law addresses transport personnel in counties without a jail. The official state directory lists Jailer Paula Giles at 859-750-1979 and pgiles@gallatinky.org. This office is a practical routing contact for detention or transport questions.
Record ownership still follows the agency that made or keeps the record. Gallatin Sheriff Robert Webster II may hold a sheriff-created arrest report or transport log. The court clerk holds the case record. Carroll ordinarily holds the jail card, booking photograph, and physical release sheet. Tailored requests reduce delay and avoid sending the same broad demand to offices that do not possess the item.
Find Gallatin County Released Inmates
Start with the system that last held the person. A Gallatin county defendant usually follows the Carroll jail and Gallatin court path. A Kentucky state prisoner or supervised offender belongs in KOOL. A sentenced federal inmate belongs in the BOP locator. Federal pretrial and immigration cases require separate sources.
- Check Carroll’s Current Inmates page only to see whether the person remains displayed. Note the time searched.
- Search Kentucky VINELink by name or offender ID. Read whether the event is release, transfer, or continued custody.
- Call Carroll at 502-732-9499 for the current release-record route.
- Check the Gallatin case for bond, dismissal, sentence, probation, jail credit, or a later warrant.
- If transfer is possible, search KOOL by name, alias, DOC number, or PID number.
- Request the Carroll booking and release sheet when the online sources do not settle the event.
No official Gallatin or Carroll 24-hour feed, 72-hour feed, release archive, or post-release roster period was found. The dedicated 24-Hour Release List explains the same-day fallback. For a specific person, the full chain above is stronger than comparing two saved roster views.
Gallatin Released Offender Search
Kentucky Offender Online Lookup, known as KOOL, covers state custody and supervision. It is not an archive of every person held overnight at Carroll. Begin with a last name and add only reliable criteria. KYDOC recommends using less information when excess filters cause false no-results.
| KOOL field | How it helps |
|---|---|
| Last, first, middle name | Starts a basic identity search |
| Search Aliases | Checks prior names or spelling variations |
| DOC or PID number | Separates people with similar names |
| Supervision status and county | Finds a community supervision record |
| Location type and location | Distinguishes an institution from a supervision district |
| Projected Release Date From/To | Searches a forecast window, not an actual release event |
Results can show name, photo indicator, current location, PID and DOC identifiers, and broad offense counts. Open the detail record. A prison location means custody. A numbered Probation and Parole district means community supervision, not confinement in that office. “Absconded” describes an alleged supervision-contact or whereabouts failure. It does not by itself prove a new crime or current jail location.
KOOL reports daily updates but does not guarantee accuracy and warns that data newer than 120 days may not be final. A projected date may change. Confirm actual release through an updated status, KYDOC release or discharge record, VINE event, or direct agency response.
Gallatin Release Alerts and Court
Kentucky VINELink can search a specific person in participating county-jail and state systems. It can distinguish release from transfer, a crucial point when a name drops off Carroll’s current list. Match the custody agency and identifiers, not the name alone. One person may have both local-jail and DOC records, and the state recommends checking or registering on both valid entries.
VINE is a prompt to verify, not final proof. Kentucky reported false release alerts and an outage caused by a vendor error in February 2026. Confirm an alert with Carroll, KYDOC, or the appropriate facility. VINEcourts has ended, so custody alerts do not replace the Gallatin docket.
- Parole
- Conditional community release during a prison sentence.
- Probation
- Court-ordered community supervision, often instead of incarceration.
- Discharge
- The end of the correctional obligation shown for the sentence.
- Detainer
- A hold or notice from another authority that can affect release.
Gallatin Federal Release Search
The Federal Bureau of Prisons locator covers federal inmates from 1982 forward. Search by BOP, DCDC, FBI, or INS number, or use name with age, race, and sex refinements. A past release date paired with a “RELEASED” location means the person is no longer in BOP custody. It does not rule out state custody, immigration detention, or federal supervision.
The BOP search form shows the available federal locator fields:
Use those identifiers only when a federal link is plausible. A Gallatin residence alone is not enough to assume BOP custody.
For a federal pretrial detainee, PACER and the federal court clerk supply the release-order path because the U.S. Marshals Service has no comparable nationwide public release locator. ICE’s locator is mainly a current-custody search. Its no-result can reflect a spelling issue, transfer, lag, privacy rule, or release. Seek affirmative confirmation through ICE’s information line or the relevant court record.
Gallatin Release Search Sources
Each source proves a limited point. Use the following comparison to avoid mistaking current custody, a forecast, or a court order for an actual physical exit.
| Source | Best use | Main limit |
|---|---|---|
| Carroll Current Inmates | Whether a person is displayed in local custody now | A no-result does not prove release |
| Carroll release sheet | Local physical exit time and disposition | Must usually be requested |
| Gallatin court file | Bond, disposition, sentence, probation, or warrant authority | May not state the exact exit time |
| KOOL | State custody, supervision, identifiers, and projected date | Not every local detainee appears |
| VINE | Custody event and release or transfer alerts | Alerts can lag or err |
| BOP | Sentenced federal custody and displayed release data | Does not resolve other custody systems |
What if VINE says released while KOOL shows District 12? The records may agree. VINE can mark the end of jail custody while KOOL shows parole, probation, or mandatory reentry supervision. A district office is not a jail. Check the KOOL detail and contact the listed supervision office when current status matters.
Gallatin County Release Facility
Carroll County Regional Detention Center is the only verified detention facility serving Gallatin County in the project facility map. It is at 800 Clay Street, Carrollton, KY 41008, and its main number is 502-732-9499. The facility houses regional detainees and keeps the physical jail record. A person leaving for the community should have a release entry; a person transferred should be traced through the receiving-agency field, VINE, or KOOL.
No state prison, federal prison, or verified ICE detention facility was found within Gallatin County. Those systems remain relevant only when a person’s actual case or custody history points there. The most reliable local chain is Carroll current display, VINE event, Gallatin court authority, and Carroll release record, with KOOL added when state custody or supervision is possible.
