Kentucky brands its free, round-the-clock notification service as VINE and sends web users to VINELink. State sources describe coverage from county jails, state prisons, mental-health facilities, and juvenile detention centers. For a Gallatin case, that matters because the person may be housed at Carroll County Regional Detention Center rather than in a jail bearing the Gallatin name.
VINE can report a release, county-jail transfer, escape, and an upcoming parole hearing. It can also identify an in-custody institution or jail. A “not in custody” response may include the date released. The service does not replace the BOP locator, ICE sources, or a court docket.
Carroll publishes a current-inmate page but no official release archive. VINE therefore adds event information that the roster lacks. Still, the VINE event and the Carroll release sheet serve different purposes: one supplies notification, while the other is the facility record of physical exit and disposition.
Search One Gallatin Inmate on VINELink
Start at the Kentucky VINELink landing page. Use the person search for one known individual, not as a recent-release feed. Partial names can help with spelling differences, but the selected result must be resolved through identifiers and the custody agency.
- Open VINELink and select Kentucky.
- Choose “Find an Offender” or the available offender-search option.
- Enter a partial or full name or an offender ID.
- Compare identifying details and the reporting agency. Do not rely on name alone.
- Open each valid match. A person may have both a local-jail entry and a Kentucky DOC entry.
- Read whether each entry shows custody, transfer, or not-in-custody and release-date information.
- Confirm a claimed release with Carroll, KYDOC, or the facility named in the record.
Kentucky's official FAQ tells users to register on both the jail and DOC record when both belong to the person. A local release can occur while the state record remains active because the person transferred or entered community supervision.

Gallatin VINELink Release Fields
The exact fields vary by record and reporting agency. Read the status and location together. “Released” differs from “transferred,” and a local jail event does not settle whether a KYDOC record remains active.

If the name vanished from Carroll's current roster, a VINE transfer event changes the next step. Search KOOL for a state institution or supervision record. If VINE reports release, contact Carroll or request the release sheet before stating an exact time or release type.
Note: One person can have two valid VINE records because county-jail custody and state corrections are separate reporting tracks.
Register for Gallatin Release Alerts
Registration begins from the correct matched record. Available channels can include telephone, email, text, or TTY. The person in custody is not told who registered. Choose direct contact details rather than a switchboard because calls may arrive at any hour.
- Select “Notify Me of Status Changes” on the matched record.
- Choose an available phone, email, text, or TTY channel and follow the live prompts.
- For telephone alerts, create a personal four-digit PIN.
- Enter that PIN when the automated call arrives to acknowledge receipt.
- Add another contact channel when useful, especially if both Carroll and DOC records are valid.
- Use “Edit Your Registration” to change details or manage a forgotten PIN.
The Kentucky Attorney General says county-jail release calls may repeat at 30-minute intervals for up to 24 hours or until acknowledged. Scheduled state-institution releases may allow advance notice, but court-ordered discharge, immediate credit changes, parole, or escape may not. Do not promise a fixed warning time.
Keep a direct facility number and a second verification path. Automated notice is most useful when it triggers a prompt records check or call, not when it stands alone.
Confirm Gallatin VINELink Results
VINE is not infallible. Kentucky DOC reported vendor-caused false release alerts on February 3, 2026, followed by an outage affecting actual later releases. The state's current brochure also cautions users not to rely solely on VINE. That history makes direct confirmation essential.
For a Carroll record, call Carroll County Regional Detention Center at 502-732-9499 or request its existing release sheet. For a state offender, compare KOOL and seek a KYDOC release or discharge record if needed. VINELink does not substitute for the BOP locator or ICE Online Detainee Locator. A BOP “RELEASED” result belongs to federal custody. ICE's locator focuses on current custody, so its no-result is not proof of release. A federal pretrial release may require PACER, the court clerk, or a USMS record.
Note: Kentucky has discontinued VINEcourts, so custody alerts do not provide Gallatin court-case notifications.
Gallatin Release Versus Transfer Alerts
The release-versus-transfer distinction is unusually important in Gallatin County. The official local web source is Carroll's Current Inmates page, not a release archive. When a name drops away, the page does not state whether the person bonded out, finished a term, entered KYDOC, or moved to another authority.
A VINE transfer event points away from the simple claim that the person went home. Follow the receiving agency. KOOL may later display a Kentucky institution or a District 12 supervision assignment. Daily updates and KYDOC's warning about newer data mean the next record may not appear at once.
A VINE release event should be paired with the Carroll release sheet or direct facility confirmation. The Gallatin court file can explain the authority, such as bond, dismissal, probation, sentence credit, or commitment, but it may not show the exact exit time.
The false-alert incident reinforces this local workflow: roster change, VINE event, court authority, and facility record answer different questions. Agreement among them supports a careful conclusion.
Gallatin Registry Is Separate
The Kentucky State Police Sex Offender Registry is a narrow post-release source for people with statutory registration duties. It is not a list of all released Gallatin County inmates and should never be used as a substitute for VINE.
A registry record can corroborate registration status and information within that system. Its absence says nothing about an ordinary released person. KSP also cautions that accuracy is not guaranteed and that harassment is unlawful.
Use each source for its defined job. VINE tracks custody notifications. KOOL covers state custody and supervision records. Carroll holds the regional jail release record. The Gallatin court file supplies legal orders and disposition.
